14 March 2026 Apia Samoa The New Zealand Government have announced reductions in the cost of a visitor’s visa from NZD$216 to NZD$161 – a drop of NZD$55 per applicant. From 1st June 2026, the new visitor visa fee of $161 NZD or approximately $274 Samoan Tala will apply to citizens of Samoa and 12 other Pacific nations. The move was announced by New Zealand Foreign Minister Vaovasamanaia Winston Peters and Immigration Minister Erica Stanford this week. It was announced as part of a 12-month pilot program to strengthen the “Blue Pacific” bond. Although the new visa fees for Samoans has been welcomed as a “small step,” community leaders say the fight for true equality is far from over. While the total cost will drop to NZ$161 from 1 June 2026, many argue this reduction only scratches the surface of deep-seated immigration barriers. The Work of Lupematasila Anae Arthur Anae Former New Zealand MP and longtime advocate Lupematasila Anae Arthur Anae has been the driving force behind a major push for “Visa on Arrival” access for Pacific Islanders. Anae has consistently called for Pacific nations to be treated with the same “respect, dignity, and equality” as the 60+ other countries currently on New Zealand’s visa waiver list. Anae argues that requiring Samoan grandmothers to undergo “rigorous and intrusive” applications while travelers from the other side of the world enter freely is discriminatory. He has publicly challenged the “outdated narrative” of overstaying, noting that Pacific overstayers represent only a tiny fraction (roughly 0.078%) of the total population. The Petition for Justice In early 2026, a massive petition led by Anae and the Pacific Justice Movement was presented to the New Zealand Parliament. Signatures: The petition garnered nearly 50,000 signatures (with an ultimate goal of one million) from across the Pacific and New Zealand. Key Demand: The petition calls for citizens of Samoa, Fiji, Solomon Islands, Tonga, Tuvalu, and Vanuatu to be issued three-month visitor visas upon arrival. Official Reception: The petition was formally received by Foreign Minister Winston Peters on the steps of Parliament in February 2026 and has been referred to a select committee for review. NZ PM Luxon’s Visit to Samoa The push for easier access has received high-level backing within Samoa. Samoa’s Prime Minister has thrown his full support for the campaign and pledged to elevate the issue within government discussions. Prime Minister Rt Hon Christopher Luxon arrives into Samoa on Sunday night and Prime Minister Laaulialemalietoa says the visa free entry will be one of the main issues on the agenda of bilateral discussions. Another petition launched on Change.org in early 2025 similarly highlighted the irony of Samoa having visa-free access to China while facing barriers from its closest neighbors, New Zealand and Australia. While the upcoming fee reduction is a win for family budgets, leaders like Lupematasila Anae believe the ultimate goal remains a border where Pacific neighbors can travel freely, just as New Zealanders do when visiting Samoa.
