Seeds of Success: Samoa Reflects on 15 Years of Agricultural Transformation

Leaders from government, industry, farming communities and development partners gathered today for the Samoa Knowledge Forum, hosted by the Pacific Horticultural and Agricultural Market Access Plus (PHARMA Plus) program. PHARM Plus, funded by the Governments of Australia and New Zealand, has worked with farmers, exporters, research organisations and government agencies in Samoa to strengthen agricultural market systems, improve export standards and support more resilient livelihoods. The Forum is part of a regional series, sharing lessons learned and strengthening partnerships to sustain impact as PHARMA Plus approaches its conclusion in June 2026, after fifteen years of operation in Samoa. Centered on the theme “Celebrating inclusive, resilient and innovative agricultural market systems,” the event brought together stakeholders from the Samoa Government, private sector, farmers and partners from Australia and New Zealand to reflect on achievements and discuss priorities for the future. In opening the Forum, the Hon. Minister for AgricultureFuimaono Maiava Tito Asafo highlighted the importance of agriculture to Samoa’s economy and communities. “Agriculture is more than an industry for Samoa; it is the heartbeat of our communities. By supporting our farmers and strengthening our markets, we are building a future where our people can thrive locally and succeed globally,” said Hon. Fuimaono. Discussions highlighted Samoa’s taro sector, which has successfully overcome arrange of constraints, and is now positioned strongly for future export growth. Participants also explored emerging opportunities in kava (‘ava) and ornamental horticulture including investments in processing technology such as solar dryers, improved outcomes from skills development, certification and testing services and strengthened market access. HE Will Robinson, Australian High Commissioner to Samoa, acknowledged the strength of these long-term partnerships. “Australia is proud to stand with Samoa in supporting farmers and exporters. These partnerships show that when we work together, we can create lasting opportunities that lift communities and strengthen economies,” Mr Robinson said. HE Si’alei van Toor, New Zealand High Commissioner to Samoa stated, “New Zealand values the close collaboration it has with Samoa. By investing in skills, technology, and market systems, we ensure that growth in agriculture benefits everyone, now and into the future.” The Australian and New Zealand Governments reaffirmed their continued support to agriculture, agribusiness and broader private sector development in Samoa after PHARMA Plus ends in June 2026. Discussions on the design of a successor program are already underway.
